Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Significant resources is devoted on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: possibly the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that European nations are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington works based on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a armistice. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
